\u00cen Transnistria, raportul premierului cu privire la lucr\u0103rile din ultimul an este contabilizat \u00een mod sistematic \u00een lunile iunie-iulie. Este destul de incomod, \u00eentruc\u00e2t timp de \u0219ase luni din noul an toat\u0103 lumea prive\u0219te \u00eenainte, iar raportul pentru ultimul an \u0219i multe puncte din acesta nu mai sunt relevante. Majoritatea au uitat deja ce s-a \u00eent\u00e2mplat anul trecut \u0219i este posibil ca aceste informa\u021bii s\u0103 nu fie utile pentru rezumarea \u0219i planificarea lucr\u0103rilor pentru anul urm\u0103tor. Ar fi mult mai util ca guvernul s\u0103 fac\u0103 un raport \u00een ianuarie-februarie, mai ales c\u0103 teritoriul \u0219i popula\u021bia Transnistriei nu este mare, ceea ce face posibil\u0103 colectarea rapid\u0103 a tuturor datelor statistice necesare \u0219i analizarea acestora.\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/p>\n

Despre ce s-a reu\u0219it de ob\u021binut \u00een anul 2019 \u0219i \u00een ce direc\u021bii, Alexandr Mart\u00eenov a prezentat \u00een discursul s\u0103u c\u0103tre deputa\u021bii Sovietului Suprem din Transnistria \u00een data de 24 iunie. \u00cen ceea ce prive\u0219te dezvoltarea economic\u0103 a Transnistriei, premierul consider\u0103 c\u0103 anul urm\u0103tor a fost anul dezvolt\u0103rii Transnistriei: a avut loc o cre\u0219tere economic\u0103, o cre\u0219tere a investi\u021biilor (s-a ridicat la aproximativ 30%), s-au creat locuri de munc\u0103 suplimentare, iar salariile au crescut. Aceast\u0103 dezvoltare a avut loc \u0219i datorit\u0103 contribu\u021biei guvernului Transnistriei prin utilizarea unei politici monetare, tarifare \u0219i vamale mai echilibrate, mai adecvate, care permite \u00eentreprinderilor transnistrene s\u0103 avanseze. 2019 a fost al doilea an al implement\u0103rii programului Fondului de investi\u021bii de capital.<\/span><\/p>\n

\u00cempreun\u0103 cu Sovietul Suprem a fost realizat\u0103 o reform\u0103 a sistemului de impozitare pentru antreprenorii individuali. Acest lucru a avut un efect pozitiv – antreprenoriatul a \u00eenceput s\u0103 se dezvolte \u00een Transnistria. Guvernul consider\u0103 c\u0103 indicatorii s-au \u00eembun\u0103t\u0103\u021bit, dar nimeni nu analizeaz\u0103 p\u0103rerile antreprenorilor \u00een\u0219i\u0219i. \u00cen 2019, guvernul a continuat reforma administrativ\u0103. Autorit\u0103\u021bile executive trec treptat c\u0103tre \u201eproiectele pilot\u201d. Esen\u021ba lor const\u0103 \u00een reducerea num\u0103rului de personal \u0219i o m\u0103rire a salariilor prin cre\u0219terea productivit\u0103\u021bii muncii. \u00cen acest moment, 11 organe executive ale puterii de stat din Transnistria au trecut deja la \u201eproiectul pilot\u201d pentru salarizare. Aceast\u0103 metod\u0103 afecteaz\u0103 reducerea popula\u021biei \u0219i cre\u0219te volumul de munc\u0103 asupra personalului ministerelor \u0219i departamentelor, ceea ce va duce la ne\u00eendeplinirea tuturor func\u021biilor \u00een mod eficient \u0219i la timp.<\/span><\/p>\n

Anul trecut, guvernul Transnistriei a introdus un set de m\u0103suri care au contribuit la transparen\u021ba financiar\u0103 \u0219i la reducerea ponderii sectorului din umbr\u0103 \u00een economie \u0219i la \u00eembun\u0103t\u0103\u021birea legisla\u021biei fiscale. Alexandr Mart\u00eenov a prezentat datele ob\u021binute \u00een economie ca urmare a m\u0103surilor luate de guvern. De exemplu, cre\u0219terea PIB-ului a fost de 2%, produc\u021bia industrial\u0103 a crescut cu 11% (excluz\u00e2nd UMM) fa\u021b\u0103 de 2018, iar investi\u021biile \u00een economie au crescut de 1,3 ori.<\/span><\/p>\n

\u00cen 2019 a fost lansat un nou instrument – subven\u021bionarea diferen\u021bei inter-tarifare, datorit\u0103 c\u0103reia a fost posibil\u0103 sus\u021binerea at\u00e2t a serviciilor comunale, c\u00e2t \u0219i a popula\u021bie. \u00cen acela\u0219i timp, a fost asigurat\u0103 solu\u021bia a dou\u0103 sarcini: consolidarea infrastructurii comunale \u0219i renovarea echipamentelor infrastructurii; a fost acordat\u0103 asisten\u021b\u0103 popula\u021biei, deoarece tarifele la utilit\u0103\u021bi nu au crescut, ceea ce a avut un efect benefic asupra st\u0103rii de spirit a popula\u021biei. Vorbim despre subven\u021bionarea diferen\u021bei inter-tarifare (45,3 milioane de ruble \u00een 2019), care se formeaz\u0103 \u00eentre valoarea real\u0103 a bunurilor naturale \u0219i pre\u021bul pl\u0103tit de popula\u021bie pentru acestea. Astfel, tarifele pentru utilit\u0103\u021bi au fost apropiate de o justificare economic\u0103, dar \u00een acela\u0219i timp nu au crescut pentru popula\u021bie.<\/span><\/p>\n

Activitatea Fondului de Dezvoltare Antreprenorial\u0103 a \u00eenregistrat o direc\u021bie pozitiv\u0103. Pentru prima dat\u0103, a fost lansat\u0103 o \u0219coal\u0103 de afaceri \u00een detrimentul bugetului Transnistriei cu ajutorul Camerei de Comer\u021b \u0219i Industrie din Transnistria, \u00een care au fost instruite 272 de persoane. \u00cen ultimul an, implementarea foilor de parcurs a continuat s\u0103 \u00eembun\u0103t\u0103\u021beasc\u0103 activit\u0103\u021bile antreprenorilor \u0219i s\u0103 sprijine accesul produc\u0103torilor transnistreni pe pie\u021bele externe. A \u00eenceput s\u0103 func\u021bioneze Consiliul pentru dezvoltarea \u00eentreprinderilor mici \u0219i mijlocii din cadrul guvernului, unde au fost ridicate \u0219i solu\u021bionate problemele de actualitate ale comunit\u0103\u021bii de afaceri.<\/span><\/p>\n

Anul trecut a fost realizat\u0103 o reform\u0103 a sistemului de impozitare pentru antreprenorii individuali, care a dus la o cre\u0219tere a num\u0103rului de antreprenori \u0219i o cre\u0219tere a pl\u0103\u021bilor de impozite fa\u021b\u0103 de anul 2018.<\/span><\/p>\n

\u00cen anul precedent, prin eforturile comune ale guvernului \u0219i ale parlamentului Transnistriei au fost adoptate o serie de proiecte de legi privind ajustarea sarcinii fiscale pentru entit\u0103\u021bile economice. \u00cen special, au fost reduse impozitele:<\/span><\/p>\n

– pentru \u00eentreprinderile din sectorul locuin\u021belor \u0219i serviciilor comunale atunci c\u00e2nd se aloc\u0103 fondurile eliberate pentru implementarea programelor de investi\u021bii;<\/span><\/p>\n

– pentru organiza\u021biile din industria u\u0219oar\u0103, care realizeaz\u0103 o cre\u0219tere a salariilor pentru angaja\u021bi;<\/span><\/p>\n

– pentru organiza\u021biile care efectueaz\u0103 lucr\u0103ri de inginerie hidraulic\u0103;<\/span><\/p>\n

– pentru anumite tipuri de industrii, cu scopul de a stimula deschiderea de noi tipuri de produc\u021bie, care la momentul de fa\u021b\u0103 sunt absente pe teritoriul Transnistriei;<\/span><\/p>\n

– pentru persoanele juridice care desf\u0103\u0219oar\u0103 activit\u0103\u021bi \u00een gestionarea cl\u0103dirilor reziden\u021biale cu mai multe apartamente.<\/span><\/p>\n

Este posibil ca rezerva financiar\u0103 creat\u0103 \u00een 2019 s\u0103 contribuie la combaterea amenin\u021b\u0103rilor de ast\u0103zi cauzate de infec\u021bia cu coronavirus.<\/span><\/p>\n

Din octombrie 2020, este prev\u0103zut ca pentru persoanele juridice s\u0103 se introduc\u0103 un sistem de raportare electronic\u0103 financiar\u0103, fiscal\u0103 \u0219i statistic\u0103. Produsul software a fost dezvoltat \u00eempreun\u0103 cu speciali\u0219tii de la\u00a0 \u201eAgroprombank\u201d. Trebuie men\u021biun faptul c\u0103 participarea \u201eAgroprombank\u201d nu este \u00eent\u00e2mpl\u0103toare, aceast\u0103 structur\u0103 va controla un num\u0103r mare de tranzac\u021bii \u0219i opera\u021biuni financiare efectuate de agen\u021bii economici din Transnistria.<\/span><\/p>\n

\u00cen 2019 cu scopul de a atrage investi\u021bii, a crea locuri de munc\u0103 \u0219i pentru a populariza legisla\u021bia privind investi\u021biile, o misiune de oameni de afaceri format\u0103 din 50 de companii italiene a fost invitat\u0103 pe teritoriul Transnistriei. De asemenea, a avut loc Forumul Economic Interna\u021bional de Investi\u021bii din Transnistria. S-a continuat interac\u021biunea cu Consiliul pentru dezvoltarea comer\u021bului exterior al Federa\u021biei Ruse, se implementeaz\u0103 proiectul \u201eCasa de comer\u021b din Transnistria\u201d, \u00een cadrul c\u0103ruia este organizat\u0103 o expozi\u021bie permanent\u0103 de produse \u0219i m\u0103rfuri ale produc\u0103torilor transnistreni. Pe parcursul anului 2019 au fost elaborate peste 30 de proiecte de investi\u021bii. A fost \u00eencheiat un acord de investi\u021bii pentru proiectul \u201eReciclarea de\u0219eurilor de produc\u021bie metalurgic\u0103\u201d, echipamentul a fost deja pus \u00een func\u021biune, produc\u021bia a \u00eenceput. \u00cen total, au fost \u00eencheiate patru acorduri de investi\u021bii pentru o valoare total\u0103 de 5,8 milioane de euro. \u00cenc\u0103 dou\u0103 acorduri de investi\u021bii sunt preg\u0103tite pentru semnare.<\/span><\/p>\n

Vorbind despre atragerea de capital din afar\u0103, atunci putem afirma dinamica sc\u0103zut\u0103 a acestei direc\u021bii, cauzate de cerin\u021ba deponen\u021bilor de a oferi garan\u021bii bancare a unui sistem bancar al statelor recunoscute. \u00cen aceast\u0103 direc\u021bie, exist\u0103 o problem\u0103 \u00een atragerea investi\u021biilor din cauza lipsei recunoa\u0219terii Transnistriei.<\/span><\/p>\n

\u00cen 2019 a fost consolidat sectorul \u00eentreprinderilor de stat, \u00een mare parte datorit\u0103 activit\u0103\u021bilor Companiei de Management de Stat. C\u0103tre Compania de Management de Stat, au fost transferate 10 organiza\u021bii \u00een care blocul de ac\u021biuni este de\u021binut integral de stat. Pe baza datelor rezumate privind rezultatele activit\u0103\u021bilor lor pentru anul 2019 (\u00een compara\u021bie cu anul 2018), s-au ob\u021binut urm\u0103toarele rezultate:<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 1) produc\u021bia total\u0103 a crescut cu 17%;<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 2) veniturile din v\u00e2nz\u0103ri \u00een 2019 au crescut cu 35%;<\/span><\/p>\n

\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 3) profitul net a fost de 10,3 milioane de ruble.<\/span><\/p>\n

Pre\u0219edintele guvernului acord\u0103 o aten\u021bie deosebit\u0103 activit\u0103\u021bii \u201eUzinei Metalurgice Moldovene\u0219ti\u201d. Volumul produc\u021biei de UMM \u00een ultimul an a sc\u0103zut cu 27,8% fa\u021b\u0103 de 2018. Aceast\u0103 cifr\u0103 a fost influen\u021bat\u0103 de sanc\u021biunile impuse. Pentru a \u00eembun\u0103t\u0103\u021bi rezultatele financiare \u0219i economice, a fost elaborat \u0219i pus \u00een aplicare un plan cuprinz\u0103tor de m\u0103suri anti-criz\u0103.<\/span><\/p>\n

2019 a<\/span> devenit anul continu\u0103rii lucr\u0103rilor \u00een cadrul reformei administrative, \u00een special \u00een direc\u021bia digitaliz\u0103rii. Astfel, anul trecut, pe Portalul serviciilor publice au fost \u00eenregistra\u021bi 2.063 de utilizatori, dintre care 1.977 erau persoane fizice \u0219i 86 de persoane juridice. La 31 decembrie 2019, num\u0103rul total de utilizatori \u00eenregistra\u021bi pe Portalul serviciilor publice a fost de 3.630 de utilizatori. Traficul mediu al Portalului \u00een 2019 este de 480 de utilizatori pe zi. Este planificat transferul a 20 de servicii guvernamentale \u00eentr-o form\u0103 digital\u0103. Lista acestora a fost format\u0103 pe baza analizei cererii de servicii din partea solicitan\u021bilor. Din noiembrie 2020, se planific\u0103 lansarea unui sistem de \u00eenregistrare a raport\u0103rii financiare, fiscale \u0219i statistice \u00een form\u0103 electronic\u0103, f\u0103r\u0103 utilizarea mijloacelor de h\u00e2rtie.<\/span><\/p>\n

La momentul actual, toate departamentele guvernamentale din Transnistria sunt conectate la portalul de gestiune interdepartamental\u0103 a documentelor electronice \u0219i \u00eel utilizeaz\u0103 pentru schimbul de date. Pentru a reglementa legal utilizarea semn\u0103turilor electronice \u00een cadrul furniz\u0103rii de servicii publice, Guvernul a adoptat o rezolu\u021bie privind tipurile de semn\u0103turi electronice, a c\u0103ror utilizare este permis\u0103 atunci c\u00e2nd se solicit\u0103 servicii publice, care define\u0219te specificul utiliz\u0103rii semn\u0103turilor electronice simple sau \u00eembun\u0103t\u0103\u021bite. Primul centru de certificare din Transnistria, de\u021binut de \u201eAgroprombank\u201d, a trecut procedura de acreditare la Serviciul de comunica\u021bii de stat. Acesta poate elibera certificate calificate de semn\u0103tur\u0103 electronic\u0103 c\u0103tre organele guvernamentale, cet\u0103\u021beni \u0219i persoane juridice. La sf\u00e2r\u0219itul anului 2019, speciali\u0219tii \u201eAgroprombank\u201d, care apar\u021bine de Holdingul \u201eSherif\u201d, au preg\u0103tit un program special care permite autorit\u0103\u021bilor s\u0103 foloseasc\u0103 o semn\u0103tur\u0103 electronic\u0103. Este planificat ca \u00een 2020 Transnistria s\u0103 treac\u0103 complet la gestionarea electronic\u0103 a documentelor.<\/span><\/p>\n

\u00cen 2019, a fost adoptat un set de m\u0103suri pentru cre\u0219terea transparen\u021bei financiare \u0219i reducerea ponderii sectorului din umbr\u0103 \u00een economie. Punerea \u00een aplicare a acestor m\u0103suri s-a concentrat \u00een principal pe direc\u021biile precum: interac\u021biunea cu organele ministerului afacerilor interne – impozite suplimentare, sanc\u021biuni financiare \u0219i amenzi administrative, care au fost percepute \u00een valoare de 7,5 milioane de ruble; cu BRT: taxe suplimentare, sanc\u021biuni financiare \u0219i amenzi administrative \u00een valoare de 3,6 milioane de ruble. A fost ini\u021biat un dosar penal.<\/span><\/p>\n

Toate demersurile f\u0103cute au permis s\u0103 se discute despre o cre\u0219tere a veniturilor la bugetul Transnistriei. Anul trecut veniturile la buget au crescut cu 6% mai mult dec\u00e2t \u00een 2018. Veniturile fiscale au fost majorate cu 8%. \u00cen acela\u0219i timp, indicatorul sarcinii fiscale pe economie r\u0103m\u00e2ne stabil – aproximativ 28% din PIB, ceea ce corespunde indicatorilor \u021b\u0103rilor cu economii \u00een curs de dezvoltare.<\/span><\/p>\n

\u201eAstfel, cre\u0219terea veniturilor fiscale ale bugetului \u00een 2019 a fost asigurat\u0103 \u00een principal din cauza cre\u0219terii \u0219i extinderii bazei de impozitare, \u0219i nu din cauza cre\u0219terii sarcinii fiscale, care la r\u00e2ndul s\u0103u este un stimul puternic pentru dezvoltarea economiei. Chiar \u0219i \u00een condi\u021bii extrem de dificile asociate cu deficitul bugetului de stat, nu am mers la majorarea impozitelor \u0219i, a\u0219a cum arat\u0103 practica, nu am gre\u0219it\u201d<\/span>, a declarat premierul.<\/span><\/p>\n

\u00cen general, deputa\u021bii Sovietului Suprem au fost mul\u021bumi\u021bi de activitatea guvernului din 2019. \u00cens\u0103, s-au acumulat multe \u00eentreb\u0103ri pentru \u0219eful guvernului \u0219i \u0219efii de ministere. De exemplu, Petr Pasat a specificat: ce face guvernul pentru a crea noi locuri de munc\u0103, deoarece este problematic s\u0103 g\u0103se\u0219ti un loc de munc\u0103 \u00een raionul Dub\u0103sari. Alexandr Mart\u00eenov a men\u021bionat: \u00een urma rezultatelor a trei ani \u0219i jum\u0103tate, putem vorbi despre crearea a 5,5 mii de noi locuri de munc\u0103. Exist\u0103 aproape 3,5 mii de locuri de munc\u0103 vacante pe pia\u021ba muncii – lucr\u0103tori sunt necesari \u00een toate domeniile \u0219i sectoarele economiei. \u00cens\u0103, \u00een baza \u00eentreb\u0103rii deputatului P. Pasat, putem concluziona c\u0103 popula\u021bia din Dub\u0103sari nu simte aceste locurile de munc\u0103 create.<\/span><\/p>\n

Pre\u0219edintele parlamentului, A. Korshunov, a men\u021bionat c\u0103 dezbaterea \u201esoft\u201d nu implic\u0103 nici o sanc\u021biune, ci se concentreaz\u0103 asupra acestor puncte pentru a lua decizii \u00een viitor, fie mai rapid, fie mai eficient. \u201eSuntem o singur\u0103 echip\u0103 – o echip\u0103 de autorit\u0103\u021bi de stat. Am reu\u0219it s\u0103 rezolv\u0103m mult \u00een 2019, dar exist\u0103 \u00eenc\u0103 \u00eentreb\u0103ri deschise. \u00cen\u021belegem c\u0103 lucr\u0103m constructiv pentru a ne dezvolta starea. U\u0219ile Sovietului Suprem sunt \u00eentotdeauna deschise pentru dialog\u201d, a subliniat Alexandr Korshunov.<\/span><\/p>\n

Sovietul Suprem al Transnistriei a adoptat un proiect de rezolu\u021bie privind raportul privind activitatea guvernului pentru anul 2019. \u00cens\u0103, popula\u021bia a dorit ca lec\u021biile \u00eenv\u0103\u021bate de anul trecut s\u0103 ajute la \u00eembun\u0103t\u0103\u021birea vie\u021bii oamenilor obi\u0219nui\u021bi \u00een anul 2020. Nu mi-ar pl\u0103cea ca guvernul dup\u0103 un an, c\u00e2nd se va raporta pentru activitatea din 2020, s\u0103 ascund\u0103 e\u0219ecurile din cauza infec\u021biei cu coronavirus.<\/span><\/p>\n

Mass-media oficial\u0103 din Transnistria scrie frumos despre succesul autorit\u0103\u021bilor din 2019, dar trebuie de citit o mul\u021bime de materiale \u201eprintre linii\u201d. De exemplu, exper\u021bii sunt alarma\u021bi de \u0219tirile din presa local\u0103, care spun c\u0103 alte dou\u0103 \u00eentreprinderi sunt transferate c\u0103tre administra\u021bia de stat. Sistemul dezvoltat \u00een Transnistria nu permite realizarea unui control public transparent asupra organismelor de stat, astfel \u00eenc\u00e2t s\u0103 nu existe fraud\u0103 \u0219i furt de fonduri bugetare. A\u0219adar, la ini\u021biativa guvernului, \u00eentreprinderea unitar\u0103 de stat \u201eAsocia\u021bia industrial\u0103 \u0219i de produc\u021bie\u201d \u0219i \u00eentreprinderea unitar\u0103 de stat \u201eInstitutul de proiectare Pridnestrovskiy\u201d au fost supuse procedurii de dezna\u021bionalizare \u0219i au fost transformate \u00een societ\u0103\u021bi pe ac\u021biuni deschise. Acum acestea vor fi preluate sub control de c\u0103tre Compania de Management de Stat, care a fost atras\u0103 de guvern pentru a scoate o serie de \u00eentreprinderi din sectorul public din criza financiar\u0103. Exper\u021bii au desf\u0103\u0219urat lucr\u0103ri similare \u00een leg\u0103tur\u0103 cu Fabrica de Brut\u0103rie din Bender, Fabrica de Brut\u0103rie din R\u00eebni\u021ba, Odema \u00een numele lui V.
