Republica Moldova, autoproclamat\u0103 neutr\u0103 \u00een rela\u021biile interna\u021bionale, a construit un sistem de for\u021be militare<a title=\"\" name=\"_ftnref1\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn1\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[1]<\/span><\/a> capabil mai degrab\u0103 s\u0103 execute misiuni interne dec\u00e2t s\u0103 conteze ca actor militar \u00een eventuale conflicte cu statele vecine. \u00cen acest timp, auto-proclamata Republic\u0103 Moldoveneasc\u0103 Nistrean\u0103<a title=\"\" name=\"_ftnref2\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn2\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[2]<\/span><\/a> a urmat consecvent un program ambi\u021bios de dotare cu structuri militare, de \u00eenzestrare \u0219i antrenare a acestora \u00een scopul de a executa \u00een orice moment, cu succes, opera\u021biuni de ap\u0103rare sau ofensive la adresa poten\u021bialilor inamici \u2013 \u00een primul r\u00e2nd \u00een rela\u021bia cu Chi\u0219in\u0103ul.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Din punct de vedere al dreptului constitu\u021bional al Republicii Moldova \u0219i al dreptului interna\u021bional, for\u021bele militare din regiunea nistrean\u0103, nefiind controlate de c\u0103tre Guvernul Republicii Moldova, sunt ilegale \u2013 iar ini\u021biatorii, coordonatorii politici, comandan\u021bii militari \u0219i toate persoanele \u00eencadrate \u00een sistem sunt pasibile de aplicarea legisla\u021biei na\u021bionale, cu pedepse deosebit de aspre. Codul Penal al Republicii Moldova prevede \u00eenchisoare de la 5 la 10 ani pentru organizarea sau conducerea unei forma\u021biuni paramilitare neprev\u0103zute de legisla\u021bia Republicii Moldova, precum \u0219i participarea la o astfel de forma\u021biune<a title=\"\" name=\"_ftnref3\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn3\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[3]<\/span><\/a>. Conform analizelor unor prestigio\u0219i exper\u021bi \u00een drept de la Chi\u0219in\u0103u, structurile militarizate din st\u00e2nga Nistrului \u00een anasamblul lor ar trebui trase la r\u0103spunderea penal\u0103<a title=\"\" name=\"_ftnref4\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn4\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[4]<\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\"><strong>Cadrul legislativ<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\"><i>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Legea Ap\u0103r\u0103rii Na\u021bionale<\/i><a title=\"\" name=\"_ftnref5\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn5\"><span style=\"color: #000000;\"><span style=\"font-family: 'Times New Roman';\">[5]<\/span><\/span><\/a> define\u0219te cadrul \u0219i organizarea ap\u0103r\u0103rii RMN, prin atribu\u021biile institu\u021biilor centrale \u0219i locale, ale organiza\u021biilor cet\u0103\u021bene\u0219ti, ale cet\u0103\u021benilor.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Organizarea militar\u0103 a RMN (For\u021bele de ap\u0103rare, alte trupe, unit\u0103\u021bi, agen\u021bii) sunt statuate \u00een Cap. 4, care detaliaz\u0103 atribu\u021biiile Ministerului Ap\u0103r\u0103rii (art. 14) \u0219i ale Statului Major General (art. 15). Nu sunt nominalizate celelalte trupe, unit\u0103\u021bi \u0219i agen\u021bii, dar sunt descrise atribu\u021biile acestora (art. 16). Textul legislativ prezint\u0103, \u00een principiu, condi\u021biile \u00een care se declar\u0103 stare de r\u0103zboi, lege mar\u021bial\u0103, mobilizare, precum \u0219i obiectivele \u0219i organizarea general\u0103 a ap\u0103r\u0103rii civile \u0219i ap\u0103r\u0103rii teritoriale.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Sistemul legislativ al ap\u0103r\u0103rii na\u021bionale se completeaz\u0103 cu legi specifice pentru For\u021bele armate \u0219i Mili\u021bia Popular\u0103.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\"><i>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Legea For\u021belor armate<\/i> stabile\u0219te principii \u0219i linii directoare (Cap. 2), scopul \u0219i obiectivele (Cap. 3). For\u021bele armate, alc\u0103tuite din militari \u0219i personal civil, se completeaz\u0103 cu For\u021bele armate de rezerv\u0103 (care sprijin\u0103 mobilizarea \u0219i desf\u0103\u0219urarea activit\u0103\u021bilor For\u021belor armate, \u0219i suplinesc pierderile acesteia \u00een caz de r\u0103zboi) \u0219i Mili\u021bia Popular\u0103 (creat\u0103 pe baz\u0103 de voluntariat, pentru care legea nu prevede atribu\u021bii clare \u2013 vezi art. 10). Legea se \u00eencheie cu specifica\u021bii referitoare la Organizarea serviciului militar, Managementul For\u021belor armate, Asigurarea financiar\u0103 \u0219i logistic\u0103.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\"><i>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Legea Mili\u021biei Populare<\/i> beneficiaz\u0103 de un text mai voluminos \u0219i mai elaborat dec\u00e2t precedenta \u2013 ceea ce indic\u0103 rolul s\u0103u deosebit \u00een cadrul sistemului de securitate. Mili\u021bia popular\u0103 este definit\u0103 drept \u201estructura militar\u0103 voluntar\u0103 creat\u0103 pentru a sprijini For\u021bele armate \u00een ap\u0103rarea militar\u0103 a statului\u201d (art. 3). Aceasta se structureaz\u0103 \u00een forma\u021biuni, unit\u0103\u021bi \u0219i divizii, organizate pe principiul teritorial \u0219i al unit\u0103\u021bilor de produc\u021bie (art.4). Personalul este recrutat dintre persoanele de sex masculin care nu fac parte din For\u021bele armate \u0219i rezerva acestora, cadre militare \u00een rezerv\u0103 (ofi\u021beri superiori) care pot s\u0103 comande unit\u0103\u021bi \u0219i mari unit\u0103\u021bi \u00een Mili\u021bia Popular\u0103; cet\u0103\u021beni&nbsp; (inclusiv femei) care pot asigura aprovizionarea Mili\u021biei Populare sau pot \u00eenlocui personalul acesteia care este absent \u00een misiuni (art. 7). Toate autorit\u0103\u021bile publice centrale (Sovietul Suprem, pre\u0219edintele, guvernul &#8211; \u0219i \u00een mod special Ministerul Ap\u0103r\u0103rii) au atribu\u021bii concrete \u00een organizarea \u0219i coordonarea Mili\u021biei Populare (art. 9-12); la fel cele locale (Cap. 4).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ministerul de Interne dispune de propriile for\u021be armate, a\u0219a cum stipuleaz\u0103 <i>Legea Trupelor de Intene<\/i><a title=\"\" name=\"_ftnref6\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn6\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[6]<\/span><\/a><i>, <\/i>care define\u0219te aceast\u0103 structur\u0103 drept \u201eparte integrant\u0103 a organiz\u0103rii militare a statului, desemnat\u0103 s\u0103 asigure securitatea indivizilor, a societ\u0103\u021bii \u0219i a statului, s\u0103 protejeze drepturile \u0219i libert\u0103\u021bile indivizilor \u0219i cet\u0103\u021benilor de faptele criminale ilegale \u0219i de alte fapte\u201d<a title=\"\" name=\"_ftnref7\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn7\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[7]<\/span><\/a>. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <i>Ministerul Securit\u0103\u021bii Statului (KGB)<\/i> dispune de for\u021be militare proprii, conform legii de organizare \u0219i func\u021bionare<a title=\"\" name=\"_ftnref8\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn8\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[8]<\/span><\/a>. Acesta subodoneaz\u0103 \u0219i Unitatea nr. 10 a Oastei C\u0103z\u0103ce\u0219ti a M\u0103rii Negre<a title=\"\" name=\"_ftnref9\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn9\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[9]<\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\"><strong>Sistemul de conducere al for\u021belor armate. Ministerul Ap\u0103r\u0103rii Na\u021bionale<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <i>Ministerul Ap\u0103r\u0103rii Na\u021bionale<\/i> poate fi descris \u00een baza consult\u0103rii site-ului preziden\u021bial<a title=\"\" name=\"_ftnref10\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn10\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[10]<\/span><\/a>. Acesta \u00ee\u0219i revendic\u0103 originea \u00een Rezolu\u021bia Sovietului Suprem din 6 septembrie 1991, intulat\u0103 \u201eCu privire la m\u0103suri de protec\u021bie a suveranit\u0103\u021bii \u0219i inmdependen\u021bei republicii\u201d, care a condus la \u00eenfiin\u021barea g\u0103rzilor republicane. Acestea au consituit nucleul viitoarei armate transnistrene, a\u0219a cum prevede Concep\u021bia pentru dezvoltarea For\u021belor Armate ale Republicii Moldovene\u0219ti Nistrene, adoptat\u0103 de c\u0103tre Sovietul Suprem \u00een 3 septembrie 1992. Sistemul a devenit func\u021bional \u00een ianuarie 1993, \u0219i a preluat \u00een administrare militar\u0103 teritoriul transnistrean \u00een martie 1993.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Conform Constitu\u021biei, comandantul suprem al For\u021belor Armate este pre\u0219edintele RMN, care are \u00een atribu\u021bii prezentarea Doctrinei militare spre aprobarea Sovietului Suprem, acordarea de decora\u021bii \u0219i grade militare<a title=\"\" name=\"_ftnref11\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn11\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[11]<\/span><\/a>. Ministerul pe care \u00eel conduce are sediul \u00een Tiraspol, Str. Manoilov nr. 42.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u0218eful executiv al For\u021belor Armate este Ministrul Ap\u0103r\u0103rii \u2013 din ianuarie 2012 func\u021bia fiind ocupat\u0103 de c\u0103tre&nbsp; Alexandr Lukianenko, absolvent al \u0218colii militare Suvorov Ussuri \u00een 1978 \u0219i al \u0218colii Militare Superioare de Comand\u0103 din Ta\u0219kent \u00een 1982<a title=\"\" name=\"_ftnref12\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn12\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[12]<\/span><\/a>. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Organul colegial de conducere se intituleaz\u0103 Colegiul Ministerului Ap\u0103r\u0103rii Na\u021bionale, care se \u00eentrune\u0219te cel pu\u021bin anual \u00een prezen\u021ba comadantului suprem &#8211; fiind prezen\u021bi ministrul, mini\u0219trii adjunc\u021bi, comandan\u021bi de unit\u0103\u021bi militare \u0219i adjunc\u021bii lor, \u0219efi de arme \u0219i servicii<a title=\"\" name=\"_ftnref13\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn13\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[13]<\/span><\/a>. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Institu\u021bia militar\u0103 de \u00eenv\u0103\u021b\u0103m\u00e2nt a Ministerului Ap\u0103r\u0103rii a fost \u00eenfiin\u021bat\u0103 \u00een 30 aprilie 2008<a title=\"\" name=\"_ftnref14\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn14\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[14]<\/span><\/a>, sub denumirea \u201eInstitutul Militar al Ministerului Ap\u0103r\u0103rii\u201d, \u0219i func\u021bioneaz\u0103 ca structur\u0103 a Universit\u0103\u021bii de Stat \u201eTaras Sevcenko\u201d din Tiraspol<a title=\"\" name=\"_ftnref15\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn15\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[15]<\/span><\/a>.&nbsp; Institutul formeaz\u0103 ofi\u021beri activi \u0219i ofi\u021beri \u00een rezerv\u0103, \u00een forma \u00eenv\u0103\u021b\u0103m\u00e2ntului profesional planificat pe durata a patru ani, bazat pe cursuri teoretice \u0219i practice. Avia\u021bia utilizeaz\u0103 6 elicoptere MI-8T, 2 elicoptere MI-2, un avion AN-26, 2 avioane AN-2, dou\u0103 IAK-18. Doar \u00een c\u00e2teva zile, trupele CSI au devenit trupe ale Federa\u021biei Ruse, conform cu Decretul preziden\u021bial <i>Cu privire la trecerea sub jurisdic\u0163ia Federa\u0163iei Ruse a unit\u0103\u0163ilor militare ale For\u0163elor Armate ale fostei URSS aflate temporar pe teritoriul Republicii Moldova<\/i> (1 aprilie 1992).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Sf\u00e2r\u0219itul conflictului transnistrean, marcat de Conven\u021bia \u00eentre Republica Moldova \u0219i Federa\u021bia Rus\u0103 (21 iulie 1992), a deschis calea unei noi reglement\u0103ri a statutului trupelor ruse din Transnistria, afirm\u00e2nd c\u0103 \u201eproblemele privind statutul armatei, procedura \u015fi termenele retragerii ei pe etape vor fi solu\u0163ionate \u00een cadrul tratativelor dintre Federa\u0163ia Rus\u0103 \u015fi Republica Moldova\u201c (art. 4).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Aceast\u0103 Conven\u021bie este invocat\u0103 \u00een Directiva nr. 314\/2\/0296 a Ministerului Ap\u0103r\u0103rii al Federa\u0163iei Ruse, care instituie Grupul Operativ de For\u0163e Ruse din Transnistria (GOTR), \u00eendeplinind \u0219i misiunea de pacificare<a title=\"\" name=\"_ftnref30\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn30\"><span style=\"color: #000000;\"><span style=\"font-family: 'Times New Roman';\">[30]<\/span><\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Administra\u021bia de la Tiraspol a acceptat prezen\u021ba GOTR pe teritoriul controlat de aceasta, prin Decretul preziden\u021bial din 15 februarie 1994, care consider\u0103 armata rus\u0103 drept garantul p\u0103cii securit\u0103\u021bii \u0219i stabilit\u0103\u021bii &#8211; iar militarii armatei ruse \u015fi membrii familiilor lor beneficiaz\u0103 de facilit\u0103\u0163ile stabilite prin legisla\u0163ia sovietic\u0103 pentru militari \u015fi membrii familiilor lor, inclusiv asigurarea acestora cu pensii \u015fi \u00eenlesnirile la acestea<a title=\"\" name=\"_ftnref31\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn31\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[31]<\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u00cen plan interna\u021bional, au umat eforturi intense pentru a ob\u021bine retragerea trupelor ruse de pe teritoriul Republicii Moldova, concretizate pe timpul negocierilor privind adaptarea Tratatului cu privire la For\u0163ele Armate Conven\u0163ionale \u00een Europa. Federa\u021bia Rus\u0103 a acceptat astfel ca \u00een textul <i>Declara\u0163iei de la Istanbul<\/i> (1999) s\u0103 fie introdus un paragraf prin care se angaja s\u0103 \u00ee\u0219i retrag\u0103 trupele de pe teritoriul Republicii Moldova, p\u00e2n\u0103 la sf\u00e2r\u015fitul anului 2002. Drept urmare, \u00een perioada 2000 &#8211; 2001, Federa\u0163ia Rus\u0103 a evacuat 125 de unit\u0103\u0163i de tehnic\u0103 militar\u0103, 60 de vagoane de muni\u0163ii, \u015fi a dezasamblat 239 de unit\u0103\u0163i de tehnic\u0103 militar\u0103. \u00cen anul urm\u0103tor au mai fost evacuate trei garnituri de tren cu echipament militar (118 vagoane\/ platforme) \u015fi dou\u0103 garnituri de tren cu muni\u0163ii (43 de vagoane). \u00cen total, \u00een perioada 2000-2003 au fost evacuate 55 de garnituri de tren, (36 cu muni\u0163ii \u015fi 19 cu echipament militar), \u0219i 721 vagoane cu muni\u0163ii plus alte 555 vagoane cu echipament militar. \u00cen zilele de 26-27 decembrie 2003 au fost evacuate, cu avioane militare de transport IL-76, toate rachetele antiaeriene stocate \u00een perioada sovietic\u0103 \u00een depozitele din Transnistria. \u00cen anul 2004 numai un singur tren cu muni\u0163ii a fost evacuat din Transnistria; \u00een depozitele GOTR se mai aflau \u00eenc\u0103 20.887 tone de muni\u0163ii. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u00cen sintez\u0103, conform statisticilor gestionate de c\u0103tre Misiunea OSCE din Republica Moldova, din 42.000 tone de muni\u0163ii stocate \u00een Transnistria, \u00een anul 2001 au fost evacuate \u00een Rusia 1.153 tone (3% din total), \u00een 2002 &#8211; 2.405 tone (6%) \u015fi \u00een anul 2003 &#8211; 16.573 tone (39%).<a title=\"\" name=\"_ftnref32\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn32\"><span style=\"color: #000000;\"><span style=\"font-family: 'Times New Roman';\">[32]<\/span><\/span><\/a><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Acelea\u0219i statistici arat\u0103 c\u0103, la \u00eenceputul anului 2005, GOTR \u00eensemna un efectiv total de 552 de militari ru\u015fi subordona\u021bi Regiunii Militare Moscova, astfel: Batalionul 82 Infanterie Moto Independent, cu 22 vehicule blindate specializate (de cercetare, comunica\u0163ii, transport); Batalionul 113 Infanterie moto Independent, cu 13 vehicule blindate specializate (de cercetare, comunica\u0163ii, transport); Deta\u015famentul 72 Elicoptere Independent, subordonat Armatei 16 Aerian\u0103 din Comandamentul Misiuni Speciale de la Moscova, cu 148 de militari \u00een subordine. Deta\u015famentul 72 Elicoptere Independent dispune de 2 elicoptere Mi-24 K \u015fi 4 elicoptere Mi-8.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Aceast\u0103 dotare a fost \u00eembun\u0103t\u0103\u021bit\u0103 recent (2012) cu automobile \u0219i alte echipamente militare, urm\u00e2nd s\u0103 soseasc\u0103 alte 20 de ma\u0219ini cu echipamente p\u00een\u0103 \u00een luna septembrie 2012<a title=\"\" name=\"_ftnref33\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn33\"><span style=\"font-family: 'Times New Roman'; color: #000000;\">[33]<\/span><\/a>. \u00cen prezent, se fac calcule geostrategice pentru instalarea rachetelor ruse \u201eIskander\u201d \u00een caz\u0103rmile armatei ruse, ca r\u0103spuns la instalarea scutului antirachet\u0103 american \u00een Rom\u00e2nia<a title=\"\" name=\"_ftnref34\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn34\"><span style=\"color: #000000;\"><span style=\"font-family: 'Times New Roman';\">[34]<\/span><\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Nu se poate \u00eencheia o c\u00e2t de succint\u0103 prezentare a prezen\u021bei militare ruse \u00een Transnistria f\u0103r\u0103 a semnala c\u0103 aceasta consituie o puternic\u0103 baz\u0103 de spionaj militar-strategic, unele activit\u0103\u021bi de acest gen fiind documentate de c\u0103tre Serviciul de Securitate Ucrainean (SBU)<a title=\"\" name=\"_ftnref35\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn35\"><span style=\"color: #000000;\"><span style=\"font-family: 'Times New Roman';\">[35]<\/span><\/span><\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\"><strong>Concluzii<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 10pt; color: #000000;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; For\u021bele armate din regiunea transnistrean\u0103, totaliz\u00e2nd capacit\u0103\u021bile organizate de c\u0103tre statul \u201ede facto\u201d transnistrean cu cele ruse, par supradimensionate fa\u021b\u0103 de necesit\u0103\u021bile obi\u0219nuite de ap\u0103rare ale unui stat foarte mic (4.163 km., 555.000 de locuitori \u00een 2004 \u0219i doar 505.000 estima\u021bi \u00een 2013<a title=\"\" name=\"_ftnref36\" href=\"file:\/\/\/G:\/studia.securitatis\/2014\/SS2.14\/SS2.14.doc#_ftn36\"><span style=\"color: #000000;\"><span style=\"font-family: 'Times New Roman';\">[36]<\/span><\/span><\/a>).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u00cens\u0103 necesit\u0103\u021bile geopolitice \u0219i geostrategice sunt sunt dispropor\u021bionat de mari fa\u021b\u0103 cu suprafa\u021ba \u0219i num\u0103rul popula\u021biei. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Pe de o parte, concep\u021bia tradi\u021bional\u0103 de ap\u0103rare conform c\u0103reia inamicul principal se afl\u0103 la vest, a fost spulberat\u0103 de instabilitatea recent\u0103 din Ucraina vecin\u0103 \u2013 care a devenit riscul de ap\u0103rare principal, \u00een timp ce rela\u021bia cu Chisin\u0103ul nu cunoa\u0219te o deteriorare. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Pe de alt\u0103 parte, autoproclamata Republic\u0103 Modoveneasc\u0103 Nistrean\u0103 nu are doar scopuri defensive. Dovede\u0219te contextul ucrainean recent, c\u0103 poten\u021bialul militar al Transnistriei este luat \u00een calcul pentru opera\u021biuni ofensive, care se pot derula \u00een direc\u021bia Odessa sau \u00een alte direc\u021bii de interes strategic pentru politica Federa\u021biei Ruse \u2013 iar statele vecine sunt obligate s\u0103 aloce capacit\u0103\u021bi corespunz\u0103toare pentru a preveni o ofensiv\u0103 militar\u0103 pornit\u0103 din Transnistria.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #000000; font-size: 10pt;\">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Pe orice scenariu \u00eens\u0103, for\u021bele militare autohtone nu conteaz\u0103 f\u0103r\u0103 sprijinul celor ruse.
