Un exemplu, b\u0103t\u0103lia din 1754 de la Fontenoy, c\u00e2nd Lordul Charles Hay, comandantul gardienilor englezi, a spus: \u201eGentlemen of the French Guards, fire!\u201d, iar comandantul grenadierilor francezi Contele d\u2019Auteroch a r\u0103spuns: \u201eGentlemen, we never fire first, open fire yourselves!\u201d<span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[1]<\/span><\/span>, dup\u0103 care s-a auzit o salv\u0103 din muschetele engleze. A\u0219a se lupta \u00een epoca modern\u0103.<br \/>\nApoi a \u00eenceput stilul r\u0103zboiului contemporan &#8211; exterminarea sau, dup\u0103 cum a spus generalul german Erich Ludendorff \u00een 1935, \u201er\u0103zboiul total\u201d<span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[2]<\/span><\/span> , \u0219i anume r\u0103zboiul \u00eentregii na\u021biuni. Drept exemplu este cel de-al doilea r\u0103zboi mondial.<br \/>\nSpre sf\u00e2r\u0219itul secolului al XX-lea, r\u0103zboiul a preluat un nou stil, devenind nu doar o confruntare a for\u021belor militare, ci \u0219i un r\u0103zboi al tehnologiilor informa\u021bionale. A fost stabilit\u0103 o nou\u0103 dimensiune de confruntare: \u021bara nu este cucerit\u0103 prin for\u021ba armelor, ci prin puterea de informare, folosind diferite ac\u021biuni de natur\u0103 politic\u0103, economic\u0103, energetic\u0103 etc. \u00cen stadiul actual al rela\u021biilor interna\u021bionale, este mai u\u0219or s\u0103 descompui un stat prin informa\u021bie dec\u00e2t s\u0103-l cucere\u0219ti cu armele.<br \/>\nA ap\u0103rut o nou\u0103 form\u0103 de r\u0103zboi, bazat pe controlul vectorilor de informa\u021bie. Principiile pe care se bazeaz\u0103 un astfel de r\u0103zboi sunt: principiul c\u0103ut\u0103rii continue \u0219i analizei oportune a informa\u021biei, principiul dominan\u021bei informa\u021bionale, principiul ini\u0163iativei informa\u0163ionale, principiul protec\u0163iei informa\u0163iei proprii, principiul IT (controlul asupra tehnologiilor informa\u021bionale necesare pentru procesarea, prelucrarea, stocarea \u0219i transmiterea informa\u021biei), principiul intoxic\u0103rii informa\u021bionale a inamicului. Astfel, informa\u021bia \u00eenseamn\u0103 nu numai capacitatea uman\u0103 \u015fi tehnic\u0103 de a culege date, ci \u015fi capacitatea de a le interpreta, de a le transforma \u00een informa\u0163ii utile. O astfel de capacitate este esen\u0163ial\u0103 \u00een r\u0103zboiul informa\u0163ional <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[3]<\/span><\/span>.<br \/>\nConflictul armat din Ucraina r\u0103m\u00e2ne o tem\u0103 ambigu\u0103, pentru c\u0103, acesta a fost etichetat \u00een mod diferit de c\u0103tre actorii implica\u021bi: opera\u021biune antiterorist\u0103, r\u0103zboi civil, r\u0103zboi interstatal, r\u0103zboi de secesiune etc. Discursurile cu privire la conflictul din Ucraina ne \u00eempiedic\u0103 s\u0103 \u00een\u021belegem esen\u021ba lui, pentru c\u0103 pozi\u021biile actorilor implica\u021bi con\u021bin o doz\u0103 \u00eenalt\u0103 de propagand\u0103. Totodat\u0103, e foarte important s\u0103 \u00een\u021belegem tipul de r\u0103zboi care a avut \u0219i are loc, pentru a putea evalua schimbarea modului \u00een care sunt duse conflictele \u00een prezent. De exemplu, Crimeea a fost ocupat\u0103 \u0219i anexat\u0103 f\u0103r\u0103 nici un foc de arm\u0103, iar \u00een regiunea Donbas din estul Ucrainei, grup\u0103rile armate regionale sunt nucleul care lupt\u0103 contra for\u021belor armate ale Ucrainei.<br \/>\nImportant de men\u021bionat este c\u0103 evenimentele din Ucraina genereaz\u0103 noi riscuri \u0219i amenin\u021b\u0103ri la adresa securit\u0103\u021bii din regiunea transnistrean\u0103, inclusiv de tip informa\u021bional. Pentru Ucraina, amenin\u021barea din partea regiunii transnistrene nu este la fel de evident\u0103 ca, de exemplu, cea din partea Federa\u021biei Ruse. Cu toate acestea, regiunea transnistrean\u0103 nu devine mai pu\u021bin periculoas\u0103 pentru statul ucrainean.<br \/>\nAstfel, analiz\u00e2nd faptele \u0219i evenimentele din spa\u021biile mediatice, putem cerceta forma \u0219i specificul r\u0103zboiului informa\u021bional din actualul context geopolitic din Ucraina \u0219i regiunea transnistrean\u0103.<br \/>\n\u00cen Ucraina dup\u0103 evenimentele din 2014, \u00een condi\u021biile confrunt\u0103rii informa\u021bionale dintre Moscova \u0219i Kiev, rolul mass-mediei a crescut \u00een mod semnificativ. Spa\u021biul informa\u021bional ucrainean este influen\u021bat de c\u0103tre corpora\u021biile \u0219i holdingurile unor oligarhi care au o func\u021bie de modelare a opiniei publice (\u00een c\u0103utarea aplic\u0103rii principiului dominan\u021bei informa\u021bionale). De exemplu: UNIAN, 1+1 International (parte a Grupului Media 1+1), Ukraine Today, Privat Group, sunt surse mass-media controlate de Igor Kolomoiski, sus\u021bin\u0103tor a lui, V. Ianukovici, are afaceri \u00een petrol, o\u021bel, energie, petrochimie \u00een Europa, SUA, Africa \u0219i F. Rus\u0103. Potrivit informa\u021biilor din SUA, I. Kolomoiski a finan\u021bat dou\u0103 batalioane private de mili\u021bie \u00een Donbas <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[4]<\/span><\/span>. Inter Media Group \u0219i Enter Film (din 2015) sunt conduse de Dmitro Firta\u0219, care are afaceri \u00een petrol, chimie, titan, b\u0103nci \u0219i a finan\u021bat campania electoral\u0103 a lui V. Ianukovici <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[5]<\/span><\/span>. Media Group Ukraine este condus de Rinat Akhmetov, cel mai bogat om din Ucraina, apropiat lui, V. Ianukovici \u0219i acuzat c\u0103 finan\u021beaz\u0103 mili\u021biile din Donbas <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[6]<\/span><\/span>.<br \/>\nSemnale ale r\u0103zboiului informa\u021bional sunt multe. \u00cen noiembrie 2018 Ministerul Afacerilor Externe al F. Ruse a depus un aviz la OSCE cu privire la publica\u021biile agen\u021biei UNIAN referitor la ocuparea regiunilor din Ucraina <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[7]<\/span><\/span>. \u00cen aprilie 2016, Kievul a interzis intrarea pe teritoriul Ucrainei a 83 de personalit\u0103\u021bi culturale din F. Rus\u0103. Aceste personalit\u0103\u021bi (printre care se num\u0103r\u0103 \u0219i regizorii K. Sahnazarov \u0219i P. Lunghin) sunt considerate potrivit Ministerului de Cultur\u0103 a Ucrainei o amenin\u021bare la adresa securit\u0103\u021bii na\u021bionale <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[8]<\/span><\/span>.<br \/>\nSub patronajul USAID, \u00een Ucraina activeaz\u0103 dou\u0103 programe pentru dezvoltarea mass-mediei independente: 1) proiectul de dezvoltare media a Ucrainei \u201eInternewsNetwork\u201d <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[9]<\/span><\/span>; 2) Fondul de solidaritate PL (\u00een cadrul Acordului de asociere dintre UE \u0219i Ucraina) <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[10]<\/span><\/span>. Un exemplu al implic\u0103rii InternewsNetwork \u00een r\u0103zboiul informa\u021bional este Conferin\u021ba din aprilie 2018 intitulat\u0103 \u201eLearning literacy: How to be informed in the age of fake news\u201d, \u00een cadrul Conferin\u021bei s-a lucrat asupra distinc\u021biei dintre informa\u021bia fals\u0103, adev\u0103rat\u0103 \u0219i formele de propagand\u0103 din r\u0103zboiul informa\u021bional <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[11]<\/span><\/span>.<br \/>\n\u00cen martie 2014, Grupul Media 1+1 a fost supus unui atac informa\u021bional\/cibernetic de tip DDoS, astfel a fost blocat accesul la serviciile surselor de informa\u021bii\u00a0<span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[12]<\/span><\/span>. \u00cempotriva infrastructurilor critice informa\u021bionale din Ucraina au fost \u00eenregistrate mai multe atacuri cripto-grafice. \u00cen decembrie 2015, Serviciul de Informa\u021bii al Ucrainei a anun\u021bat c\u0103 F. Rus\u0103 a atacat prin domeniul APT re\u021belele de telecomunica\u021bii a complexului energetic \u201ePrykarpatieoblenergo\u201d. \u00cen aprilie 2016, Direc\u021bia General\u0103 de Informa\u021bii a Ministerului Ap\u0103r\u0103rii al Ucrainei a declarat c\u0103 asupra surselor informa\u021bionale ale Ministerului au fost \u00eenregistrate atacuri cibernetice APT. Atacurile ATP au fost \u00eenregistrate \u0219i \u00een domeniile infrastructurii informa\u021bionale ale complexului energetic \u201eHarkovoblenergo\u201d, complexului energetic \u201eCernovtsioblenergo\u201d, la aeroportul interna\u021bional \u201eBorispol\u201d, \u00een cadrul C\u0103ilor Ferate din Ucraina \u0219i \u00een domeniul medical <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[13]<\/span><\/span>. Ca urmare, Ucraina a semnat cu SUA un act de cooperare \u0219i securitate \u00een domeniul informa\u021bional <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[14]<\/span><\/span>. SUA s-a angajat s\u0103 \u00eembun\u0103t\u0103\u021beasc\u0103 capacitatea Ucrainei de a r\u0103spunde la eforturile dezinform\u0103rii ruse\u0219ti \u00een spa\u021biul cibernetic, inclusiv prin metodele mijloacelor de comunicare \u00een mas\u0103 \u0219i alte servicii (Sec.3, punctul 6 din Act) \u0219i s\u0103 acorde sprijin \u00een reducerea dependen\u021bei fa\u021b\u0103 de tehnologiile informa\u021bionale \u0219i comunica\u021bionale din F. Rus\u0103 (Sec.4, punctul 2 din Act). Pentru a contracara dezinformarea de la spa\u021biul informa\u021bional al F. Ruse \u0219i a asigura vorbitorii de limb\u0103 rus\u0103 \u0219i ucrainean\u0103 din Ucraina \u0219i R. Moldova, inclusiv regiunea transnistrean\u0103, cu acces la informa\u021bii independente, \u00een SUA a fost semnat\u0103 Legea Public\u0103 113-96, care prevede cre\u0219terea programelor interna\u021bionale de radiodifuziune a SUA \u00een Ucraina \u0219i teritoriile \u00eenvecinate (a fost aplicat principiul protec\u021biei informa\u021biei proprii) <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[15]<\/span><\/span>. \u00cen Congresul SUA tot mai mult se poart\u0103 discu\u021bii privind r\u0103zboiul informa\u021bional \u0219i metodele cripto-grafice folosite de F. Rus\u0103 \u00een Ucraina \u2013 Donbas, R. Moldova \u2013 Transnistria \u0219i Georgia \u2013 Osetia de Sud (vezi \u00eenregistrarea discu\u021biei Congressman-ului Mr. T. Poe <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[16]<\/span><\/span>).<br \/>\n\u00cenainte de evenimentele din 2014, Inspectorul General al Departamentului de Stat al Statelor Unite (problemele privind campaniile de informare \u0219i ale diploma\u021biei publice \u00een \u021b\u0103rile str\u0103ine sunt supravegheate de Departamentul de Stat al SUA, \u00een special de Biroul pentru Programe de Informare Interna\u021bionale) a revizuit activit\u0103\u021bile Consiliului guvernatorilor administra\u021biei audiovizualului din Ucraina <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[17]<\/span><\/span>. Con\u021binutul raportului indic\u0103 faptul c\u0103 Voice of America (VOA) \u0219i-a redus prezen\u021ba \u00een Ucraina, iar birourile de \u0219tiri ale Radio Free Europe (RFE) \u0219i Radio Liberty (RL) de la Kiev au fost obligate s\u0103 lucreze \u00een cadrul reducerilor bugetare. Mai t\u00e2rziu, \u00een mai 2017, un nou raport al Inspectorului General privind activit\u0103\u021bile Radio Europa Liber\u0103 \/ Radio Libert\u0103\u021bii a fost publicat pe site-ul Departamentului de Stat. Congresul a majorat bugetul RFE \/ RL de la 93,75 milioane de dolari \u00een 2014 la 103,85 milioane de dolari \u00een 2015 \u0219i la 108,6 milioane de dolari \u00een 2016 (pagina 4 din raport). \u00cen 2015, RFE \/ RL din Kiev a format o echip\u0103 media digital\u0103 pentru a crea \u0219i transmite informa\u021bii cu con\u021binut \u00een limba rus\u0103 pentru re\u021belele sociale \u0219i dispozitivele mobile din \u021b\u0103rile situate la periferia F. Ruse <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[18]<\/span><\/span>. Tot \u00een 2015, hackerii din grupul \u201eCyber-Berkut\u201d au publicat planul r\u0103zboiului informa\u021bional numit \u201eFree Donbas\u201d <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[19]<\/span><\/span>.<br \/>\nLu\u00e2nd \u00een considerare complexitatea problemelor din domeniul informa\u021bional, Consiliul Na\u021bional de Securitate \u0219i Ap\u0103rare al Ucrainei, \u00een iulie 2017, a adoptat o Decizie privind ap\u0103rarea domeniului informa\u021bional al infrastructurilor critice din Ucraina. Astfel au fost luate anumite m\u0103suri pentru ap\u0103rarea, transmiterea \u0219i stocarea informa\u021biilor\/datelor amplasate pe unit\u0103\u021bile de telecomunica\u021bii ale re\u021belei specifice institu\u021biei sau organiza\u021biei de stat <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[20]<\/span><\/span>. Regulamentul privind administra\u021bia Serviciului de Stat pentru Comunica\u021bii Speciale \u0219i Protec\u021bia Datelor din Ucraina a fost aprobat \u00een 2014, de la \u00eenceputul conflictului din Donbas, iar p\u00e2n\u0103 \u00een prezent a fost modificat de patru ori, ultima dat\u0103 fiind \u00een septembrie 2018 <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[21]<\/span><\/span>.<br \/>\nPrivind comparativ \u00een Transnistria, structura mass-mediei a fost format\u0103 \u00eentr-o situa\u021bie social-politic\u0103 mai complicat\u0103, bazat\u0103 pe diferen\u021bierea etnic\u0103 a popula\u021biei. Astfel, au fost formate grupuri media tipologice \u00een limbile rus\u0103, ucrainean\u0103 \u0219i \u201emoldoveneasc\u0103\u201d (vezi registrul surselor de informa\u021bii \u00eenregistrate \u00een regiunea transnistrean\u0103 <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[22]<\/span><\/span>). \u00cens\u0103, majoritatea surselor de informa\u021bii sunt gestionate de c\u0103tre departamentele separate ale administra\u021biei regiunii: Serviciul de Stat al Presei \u0219i Compania de Stat de Televiziune \u0219i Radio din Transnistria. Serviciul face parte din ramura executiv\u0103 \u0219i este subordonat guvernului regiunii transnistrene. Formal, politica editorial\u0103 a presei publice este coordonat\u0103 cu Moscova, prin intermediul Ministerului Comunica\u021biilor din Federa\u021bia Rus\u0103, cu care, \u00een 2014, Serviciul de Stat al Presei din Transnistria a semnat un Memorandum de cooperare (este aplicat principiul protec\u021biei informa\u021biei \u0219i dominan\u021bei informa\u021bionale). Documentul prevede \u201epunerea \u00een aplicare a proiectelor \u0219i programelor comune \u00een domeniul comunica\u021biilor, tehnologiei informa\u021biei \u0219i a mass-mediei\u201e \u0219i \u201esus\u021binerea mass-mediei din Rusia \u0219i Transnistria privind postarea informa\u021biilor despre rela\u021biile de prietenie dintre cele dou\u0103 p\u0103r\u021bi\u201d <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[23]<\/span><\/span>. O influen\u021b\u0103 asupra spa\u021biului informa\u021bional transnistrean \u00eel de\u021bine holdingul \u201eSheriff\u201d, prin grupul \u201e\u0422\u0421\u0412\u201d \u0219i \u201eInterdnestrcom\u201d <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[24]<\/span><\/span>&#8211; companie de telecomunica\u021bii, care ofer\u0103 servicii de comunica\u021bii fixe, mobile, Internet \u0219i televiziune sub marca IDC. Fondatorii \u0219i proprietarii \u201eInterdnestrcom\u201d\u00a0<span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[25]<\/span><\/span> sunt V. Gu\u0219an (director \u201eSheriff\u201d) \u0219i I. Kazmal, care de\u021bin \u0219i compania ucrainean\u0103 de telecomunica\u021bii \u201eIntertelecom\u201d . \u00cens\u0103, at\u00e2t mass-media gestionat\u0103 de serviciile admnistra\u021biei locale c\u00e2t \u0219i postul privat \u201eTCB\u201d, prezint\u0103 acela\u0219i punct de vedere asupra tuturor problemelor din regiunea transnistrean\u0103. Un important centru de \u0219tiri este agen\u021bia \u201eNovosti Pridnestrovia\u201d, care furnizeaz\u0103 informa\u021bii \u00een mod operativ \u0219i are acces direct la re\u021belele sociale Facebook, VKontakte \u0219i Twitter.<br \/>\nPrivit\u0103 prin prisma r\u0103zboiului informa\u021bional, comunicarea prin sursele mass-media a c\u0103p\u0103tat o relevan\u021b\u0103 major\u0103, pentru c\u0103 formeaz\u0103 sau modific\u0103 comportamentul uman \u0219i devine un mijloc de servicii importante \u00een vreme de criz\u0103 sau conflict. Astfel, principala sarcin\u0103 a sistemului informa\u021bional transnistrean este de a consolida toate grupurile etnoculturale \u00eentr-o singur\u0103 comunitate care ar ap\u0103ra identitatea transnistrean\u0103. Aceast\u0103 idee afecteaz\u0103 func\u021bionarea \u00eentregului sistem informa\u021bional din regiune \u0219i dezvolt\u0103 \u00een comunitatea transnistrean\u0103 rela\u021bii care ar exclude orice dorin\u021b\u0103 de confruntare inter-etnic\u0103 \u0219i ar contribui la formarea unei identit\u0103\u021bi civice transnistrene. Desigur c\u0103, rolul principal \u00een sistemul informa\u021bional \u00eel joac\u0103 administra\u021bia regiunii, care ac\u021bioneaz\u0103 \u0219i ca principalul coordonator informa\u021bional \u0219i garant financiar al mass-mediei transnistrene.<br \/>\nImportant de men\u021bionat, c\u0103 \u00eentr-un mod cuprinz\u0103tor spa\u021biul de informare rus este prezent \u00een regiunea transnistrean\u0103 sub forma canalelor de televiziune \u0219i a resurselor internet, care au un impact asupra comportamentului transnistrenilor <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[26]<\/span><\/span>.<br \/>\nAstfel, mass-media din Transnistria \u00eendepline\u0219te necondi\u021bionat rolul unui instrument informa\u021bional \u00een m\u00e2inile administra\u021biei regiunii. Cu toate acestea, datorit\u0103 dezvolt\u0103rii re\u021belei globale \u201eInternet\u201d s-a creat o anumit\u0103 contragreutate privind monopolul informa\u021bional din regiune. \u00cen aceste condi\u021bii func\u021bia represiv\u0103 a statului \u00een sensul s\u0103u clasic se pentru a monitoriza fluxurile de informa\u021bii, precum \u0219i pentru a urm\u0103ri sursele specifice de informa\u021bii. Astfel, \u00een contextul r\u0103zboiului informa\u021bional din Ucraina \u0219i regiune, administra\u021bia de la Tiraspol a adoptat Decretul Nr. 216 din 21 iunie 2018 \u201ecu privire la aprobarea regulilor de luare a deciziilor privind anumite tipuri de informa\u021bii \u0219i materiale informative distribuite \u00een re\u021beaua global\u0103 \u201eInternet\u201d a c\u0103ror con\u021binut este interzis \u00een Transnistria\u201d. Documentul precizeaz\u0103 organele executive ale administra\u021biei de la Tiraspol, care sunt autorizate s\u0103 ia decizii cu privire la anumite tipuri de informa\u021bii \u0219i materiale informative distribuite \u00een spa\u021biul informativ transnistrean, al c\u0103ror con\u021binut este interzis \u00een regiune. \u00cen plus, documentul stabile\u0219te criteriile de evaluare a informa\u021biilor \u0219i materialelor informative, necesare pentru luarea deciziilor privind includerea domeniului web, indexului informa\u021biei de pe re\u021beaua global\u0103 \u0219i sec\u021biunea site-urilor. Acest lucru permite identificarea re\u021belelor informa\u021bionale de pe Internet, care con\u021bin informa\u021bii al c\u0103ror con\u021binut c\u0103rora este interzis \u00een regiunea transnistrean\u0103 (a fost aplicat principiul protec\u021biei informa\u021biei proprii \u0219i analizei <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[27]<\/span><\/span>).<br \/>\n\u00cen condi\u021biile actuale, desf\u0103\u0219urarea unor ac\u021biuni de opozi\u021bie politic\u0103 \u00een cadrul re\u021belelei globale informa\u021bionale, at\u00e2t la nivel administrativ c\u00e2t \u0219i la nivelul simplu de cet\u0103\u021bean, poate contribui la apari\u021bia unui flux de informa\u021bii virale \u0219i provocatoare (exemplu comentariul politologului ucrainean A. Rozenvain, cu privire la regiunea transnistrean\u0103 \u00een contextul incidentului din str\u00e2mtoarea Kerci <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[28]<\/span><\/span>).<br \/>\nLu\u00e2nd \u00een considerare criza rela\u021biilor ruso \u2013 ucrainene, \u00een spa\u021biul informa\u021bional ucrainean deja la \u00eenceputul anului 2014 apar materiale informative ale c\u0103ror scop este formarea imaginii Transnistriei ca \u201eal doilea front ruso &#8211; ucrainean\u201d <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[29]<\/span><\/span>. \u00cens\u0103, serviciul de pres\u0103 al Ministerului Securit\u0103\u021bii de Stat al regiunii transnistrene constat\u0103 c\u0103 informa\u021biile din mass-media ucrainean\u0103 despre presupusa \u201eamenin\u021bare militar\u0103 din partea Transnistriei\u201d este o dezinformare care contribuie la agravarea situa\u021biei \u00een regiune <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[30]<\/span><\/span>. La 26 noiembrie 2018, Rada Suprem\u0103 a Ucrainei a adoptat Legea \u201ecu privire la aprobarea decretului pre\u0219edintelui Ucrainei privind introducerea legii mar\u021biale \u00een Ucraina\u201d. \u00cen componen\u021ba zonelor \u00een care a fost introdus\u0103 legea mar\u021bial\u0103, au fost introduse 2 regiuni care se \u00eenvecineaz\u0103 cu Transnistria, acestea fiind Vini\u021ba \u0219i Odesa <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[31]<\/span><\/span>. Astfel s-a demonstrat c\u0103 Kievul vede o amenin\u021bare \u00een regiunea transnistrean\u0103, iar Rada Suprem\u0103 a legalizat ambi\u021biile cu privire la \u201er\u0103zboiul\u201d pe mai multe fronturi. Retorica anti-transnistrean\u0103 \u00een mass-media ucrainean\u0103 a crescut considerabil, afirm\u00e2nd c\u0103 dup\u0103 incidentul din Kerci, F. Rus\u0103 poate preg\u0103ti provoc\u0103ri \u00een regiunea transnistrean\u0103 (realizarea principiului ini\u021biativei informa\u021bionale) <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[32]<\/span><\/span>.<br \/>\nPotrivit Statului Major General al For\u021belor Militare din Ucraina, \u00een perioada incidentului\/provoc\u0103rii din str\u00e2mtoarea Kerci, dispozitivele militare de securitate informa\u021bional\u0103\/cibernetic\u0103 au \u00eenregistrat atacuri informa\u021bionale DDoS asupra surselor Ministerului Ap\u0103r\u0103rii Ucrainei <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[33]<\/span><\/span>. Exper\u021bii au stabilit c\u0103 zona geografic\u0103 a atacurilor provine de pe teritoriul F. Ruse (aplicarea principiul IT \u2013 tehnologiilor informa\u021bionale) <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[34]<\/span><\/span>. Agresiunea \u00eempotriva sistemelor de comunicare bazate pe IT presupun un managment specific al informa\u021biei, care face parte din spectrul informa\u021bional electromagnetic, care utilizeaz\u0103 tehnologia electronic\u0103 \u0219i tehnici cripto-grafice pentru a domina spa\u021biul informa\u021bional. De men\u021bionat c\u0103 din anul 2012 \u00een Distrinctul Militar de Vest al F. Ruse, din care face parte \u0219i Grupul Operativ de Trupe Ruse din regiunea transnistrean\u0103, a fost introdus un spa\u021biu informa\u021bional unic. Pe l\u00e2ng\u0103 canalele clasice de comunicare au fost modificate \u0219i dezvoltate re\u021belele moderne de comunica\u021bii electronice specializate, care permit controlul trupelor \u00een timp real <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[35]<\/span><\/span>.<br \/>\n\u00cencep\u00e2nd cu anul 2014 at\u00e2t regiunea transnistrean\u0103 c\u00e2t \u0219i Ucraina au consolidat controlul asupra spa\u021biului informa\u021bional. \u00cen regiunea transnistrean\u0103 au fost modificate m\u0103surile de siguran\u021b\u0103 \u0219i control a canalelor informa\u021bionale (vezi modific\u0103rile \u0219i complet\u0103rile din 2014 la Legea Nr. 57-\u0417-IV din 2010 \u201eprivind informa\u021biile, tehnologia informa\u021bional\u0103 \u0219i securitatea informa\u021biilor\u201d) <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[36]<\/span><\/span>. Din 2016 s-a decis elaborarea unui num\u0103r de documente de reglementare a accesului la informa\u021bii, precum \u0219i prevederi privind responsabilitatea func\u021bionarilor publici transnistreni care enun\u021b\u0103 informa\u021bii \u00een mass-media \u0219i la diferite reuniuni <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[37]<\/span><\/span>. La sf\u00e2r\u0219itului anului 2014, Ucraina a creat Ministerul Politicii Informa\u021bionale. Acesta este organismul principal al sistemului autorit\u0103\u021bilor executive centrale \u00een domeniul asigur\u0103rii suveranit\u0103\u021bii informa\u021bionale a Ucrainei, \u00een special \u00een ceea ce prive\u0219te difuzarea informa\u021biilor, precum \u0219i asigurarea func\u021bion\u0103rii resurselor informa\u021bionale de stat <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[38]<\/span><\/span>. \u00cenc\u0103 de la apari\u021bia ini\u021biativei cre\u0103rii Ministerului Politicii Informa\u021bionale, reprezentantul OSCE pentru libertatea presei Dunja Mijatovi\u0107, a declarat c\u0103 Ministerul Politicii Informa\u021bionale este o amenin\u021bare la libera exprimare <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[39]<\/span><\/span>.<br \/>\n\u00cen prezent, pare c\u0103 factorul de informare \u00een regiunea transnistrean\u0103 \u0219i \u00een Ucraina, a devenit o component\u0103 mult mai important\u0103 dec\u00e2t factorul militar (vezi rapoartele monitoringului special al Misiunii OSCE \u00een Ucraina\u00a0<span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[40]<\/span><\/span> \u0219i ultimele provoca\u021biuni mediatice referitoare la regiunea transnistrean\u0103 <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[41]<\/span><\/span>, <span style=\"margin: 0px; font-family: 'Times New Roman'; font-size: 12pt;\"><span style=\"color: #000000;\">[42]<\/span><\/span>).
