Senatul SUA a adoptat, cu unanimitate de voturi, Rezolu\u021bia S500 privind sus\u0163inerea integrit\u0103\u021bii teritoriale a Republicii Moldova \u0219i consolidarea rela\u021biilor bilaterale Washington DC \u0219i Chi\u0219in\u0103u, relateaz\u0103 UNIMEDIA.<\/span><\/p>\n

Ministerul Afacerilor Externe \u015fi Integr\u0103rii Europene salut\u0103 Rezolu\u0163ia Senatului SUA din data de 23 iulie 2014, aprobat\u0103 cu vot unanim \u0219i bipartizan. Totodat\u0103, \u00een document este lansat apelul c\u0103tre Uniunea European\u0103 de a aprofunda integrarea sa politic\u0103 \u0219i economic\u0103 cu R. Moldova.<\/span><\/p>\n

\u00cen contextul noilor provoc\u0103ri regionale, Senatul SUA vine cu o serie de recomand\u0103ri \u00een adresa Federa\u021biei Ruse de a se ab\u021bine de la presiuni economice impuse R. Moldova, s\u0103 \u00eenceteze sus\u021binerea mi\u0219c\u0103rilor separatiste pe teritoriul R. Moldova \u0219i s\u0103-\u0219i \u00eendeplineasc\u0103 angajamentele asumate anterior privind retragerea for\u021belor militare \u0219i muni\u021biilor sale de pe teritoriul recunoscut pe plan interna\u021bional al R. Moldova.<\/span><\/p>\n

Pe dimensiunea colabor\u0103rii bilaterale cu Statele Unite ale Americii, Senatul SUA sprijin\u0103 Dialogul Strategic existent \u00eentre ambele \u021b\u0103ri \u0219i \u00eencurajeaz\u0103 pre\u0219edintele SUA \u015fi Departamentul de Stat s\u0103 intensifice rela\u021biile de colaborare cu Guvernul \u0219i societatea civil\u0103 din R. Moldova, focus\u00e2nd asisten\u021b\u0103 pentru implementarea reformelor interne \u0219i promovarea comer\u021bului, oportunit\u0103\u021bilor investi\u021bionale. Totodat\u0103, este \u00eencurajat\u0103 intensificarea colabor\u0103rii pe dimensiunea securit\u0103\u021bii \u0219i sporirea schimburilor educa\u021bionale dintre ambele \u021b\u0103ri.<\/span><\/p>\n

Cu privire la procesul de reglementare al conflictului transnistrean, Senatul SUA \u00eencurajeaz\u0103 liderii din regiunea transnistrean\u0103 s\u0103 reia negocierile pe reglementare politic\u0103 a conflictului \u0219i sprijin\u0103 angajamentul constructiv \u0219i m\u0103surile de consolidare a \u00eencrederii \u00eentre Guvernul R. Moldova \u0219i autorit\u0103\u021bile din regiunea transnistrean\u0103, \u00een vederea asigur\u0103rii unei solu\u021bion\u0103ri pa\u0219nice \u0219i cuprinz\u0103toare a conflictului, cu respectarea suveranit\u0103\u021bii \u0219i integrit\u0103\u021bii teritoriale ale R. Moldova.<\/span><\/p>\n

Rezolu\u021bia SR 500 a fost introdus\u0103 de c\u0103tre senatorul democrat Jeanne Shaheen, \u00een colaborare cu senatorii Marco Rubio, Robert Menendez, Christopher Murphy, Richard Durbin, precum \u0219i senatorul republican John McCain \u0219i pre\u0219edintele Comisiei Helsinki, senatorul democrat Ben Cardin, care au vizitat R. Moldova \u00een perioada aprilie-iulie curent. O rezolu\u021bie similar\u0103 a fost aprobat\u0103 anterior \u0219i \u00een Comitetul pentru Afaceri Externe al Camerei Reprezentan\u021bilor SUA, ini\u021biatorul acesteia fiind congresmanul Joseph Pitts, co-pre\u0219edintele Grupului politic de sprijin al RM din Congresul SUA.<\/span><\/p>\n

RESOLUTION<\/span><\/strong><\/span><\/center> <\/p>\n

 <\/p>\n

Expressing the sense of the Senate with respect to enhanced relations with the Republic of Moldova and support for the Republic of Moldova’s territorial integrity.<\/span><\/p>\n

 <\/p>\n

Whereas the United States has enjoyed warm relations with the Republic of Moldova since the Republic of Moldova\u2019s independence in 1991;<\/span><\/p>\n

 <\/p>\n

Whereas, since the Republic of Moldova\u2019s independence, the United States has provided financial assistance to support the efforts of the people of the Republic of Moldova to build a prosperous European democracy;<\/span><\/p>\n

 <\/p>\n

Whereas the United States and the Republic of Moldova further strengthened their partnership through the launching of a Strategic Dialogue on March 3, 2014;<\/span><\/p>\n

 <\/p>\n

Whereas the Republic of Moldova signed an Association Agreement containing comprehensive free trade provisions with the European Union on June 27, 2014, and ratified the agreement on July 2, 2014;<\/span><\/p>\n

 <\/p>\n

Whereas the Government of the Republic of Moldova made extraordinary efforts to comply with the criteria for an Association Agreement with the European Union, including significant legislative reforms to improve the rule of law and curtail corruption;<\/span><\/p>\n

 <\/p>\n

Whereas new parliamentary elections are expected to be held in the Republic of Moldova in November 2014;<\/span><\/p>\n

 <\/p>\n

Whereas the United States Government supports the democratic aspirations of the people of the Republic of Moldova and their expressed desire to deepen their association with the European Union;<\/span><\/p>\n

 <\/p>\n

Whereas the United States supports the sovereignty and territorial integrity of the Republic of Moldova and, on that basis, participates as an observer in the \u201c5+2\u201d negotiations to find a comprehensive settlement that will provide a special status for the separatist region of Transnistria within the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

Whereas, in September 2013, Russian Deputy Prime Minister Dmitri Rogozin said that Moldova \u201cwould lose Transnistria if Moldova continues moving toward the European Union\u201d and that \u201cMoldova\u2019s train en route to Europe would lose its wagons in Transnistria\u201d;<\/span><\/p>\n

 <\/p>\n

Whereas in 2013, the Government of the Russian Federation banned the import of Moldovan wine and certain agricultural products in anticipation of the Republic of Moldova initialing the Association Agreement with the European Union;<\/span><\/p>\n

 <\/p>\n

Whereas, in response to the Republic of Moldova signing and ratifying the Association Agreement with the European Union, the Government of the Russian Federation has banned additional agricultural products and threatened to curtail the supply of energy resources to the Republic of Moldova, expel Moldova from the Commonwealth of Independent States free trade zone, and impose stricter labor migration policies on the people of the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

Whereas the Government of the Russian Federation maintains a contingent of Russian troops and a stockpile of Russian military equipment and ammunition within the Moldovan region of Transnistria;<\/span><\/p>\n

 <\/p>\n

Whereas the Government of Russia has been actively issuing Russian passports to the residents of the Transnistria region in the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

Whereas the Council of Europe, the Organization for Security and Cooperation in Europe (OSCE), and the Government of the Republic of Moldova have called upon the Government of the Russian Federation to remove its troops from the territory of the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

Whereas authorities in the Republic of Moldova\u2019s Transnistria region have restricted the access of OSCE Mission to Moldova monitors to the Transnistria region, thereby preventing the Mission from providing impartial reporting on the security situation in the region;<\/span><\/p>\n

 <\/p>\n

Whereas the House of Representatives and the Senate both passed, by an overwhelming majority, and the President signed into law the Act relating to \u201cUnited States International Programming to Ukraine and Neighboring Regions\u201d, approved April 3, 2014 (Public Law 113\u201396<\/span><\/a>; 22 U.S.C. 6211<\/span><\/a> note), providing for a United States international broadcast programming surge to counter misinformation from Russian-supported news outlets and ensuring that Russian-speaking populations in Ukraine and Moldova have access to independent news and information; and<\/span><\/p>\n

 <\/p>\n

Whereas Moldova has been a valued and reliable partner in promoting global security by participating in United Nations peacekeeping missions in Liberia, Cote d\u2019Ivoire, Sudan, Georgia, and Kosovo: Now, therefore, be it<\/span><\/p>\n

 <\/p>\n

Resolved, <\/em>That the Senate\u2014<\/span><\/p>\n

 <\/p>\n

(1) reaffirms that it is the policy of the United States Government to support the sovereignty, independence, and territorial integrity of the Republic of Moldova and the inviolability of its borders;<\/span><\/p>\n

 <\/p>\n

(2) supports the Strategic Dialogue as a means to strengthen relations between the Republic of Moldova and the United States and to enhance the democratic, economic, and security reforms already being implemented by the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

(3) urges the President to consider increasing security and intelligence cooperation with the Government of Moldova;<\/span><\/p>\n

 <\/p>\n

(4) encourages the President and the Secretary of State to enhance United States cooperation with the Government of the Republic of Moldova and civil society organizations and to focus assistance on rule of law, anti-corruption efforts, energy security, and improving trade relations and investment opportunities;<\/span><\/p>\n

 <\/p>\n

(5) supports increased educational exchanges between the United States and the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

(6) encourages the President to expedite the implementation of the Act relating to \u201cUnited States International Programming to Ukraine and Neighboring Regions\u201d, approved April 3, 2014 (Public Law 113\u201396<\/span><\/a>; 22 U.S.C. 6211<\/span><\/a> note), especially because it relates to populations in Ukraine and the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

(7) affirms the Republic of Moldova\u2019s sovereign right to determine its own partnerships free of external coercion and pressure, and affirms the Republic of Moldova\u2019s right to associate with the European Union and any other regional organization;<\/span><\/p>\n

 <\/p>\n

(8) urges the European Union to continue to work for greater political, economic, and social integration with the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

(9) calls on the Government of the Russian Federation to refrain from using economic coercion against the Republic of Moldova, cease support for separatist movements in the territory of the Republic of Moldova, and fulfill its commitments made at the Organization for Security and Cooperation in Europe (OSCE) 1999 summit in Istanbul to withdraw its military forces and munitions from within the internationally recognized territory of the Republic of Moldova;<\/span><\/p>\n

 <\/p>\n

(10) supports constructive engagement and confidence-building measures between the Government of the Republic of Moldova and the authorities in the Transnistria region in order to secure a peaceful, comprehensive resolution to the conflict that respects the Republic of Moldova\u2019s sovereignty and territorial integrity;<\/span><\/p>\n

 <\/p>\n

(11) urges officials in the Transnistrian region to allow OSCE Mission to Moldova monitors unrestricted access to that region;<\/span><\/p>\n

 <\/p>\n

(12) discourages any unilateral actions that may undermine efforts to achieve a peaceful resolution, as well as the agreements already reached, and encourages leaders of the Transnistrian region to resume negotiations toward a political settlement; and<\/span><\/p>\n

 <\/p>\n

(13) affirms that lasting stability and security in Europe is a key priority for the United States Government which can only be achieved if the territorial integrity and sovereignty of all European countries is respected.<\/span><\/p>\n
