Astfel datorit\u0103 conjuncturii nefavorabile a pie\u021belor existente \u00een Transnistria s-a redus volumul produc\u021biei industriale si<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>a sc\u0103zut indicele exportului cu 14,6%. \u00cen acelea\u0219i timp, datorit\u0103 sc\u0103derii cerin\u021bei interne, at\u00e2t din partea popula\u021biei c\u00e2t \u0219i din partea intreprinderilor, a sc\u0103zut importul cu 30, 4%.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Principalii, parteneri de afacere ai Transnistriei pentru <span style=\"mso-spacerun: yes;\">\u00a0<\/span>export \u00een 2015 au fost Republica Moldova (49,1% exportul cumulat, \u201c+\u201d 7,6% fa\u021b\u0103 de 2014),<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>Rom\u00e2nia (15,5%, \u201c+\u201d 16,8% fa\u021b\u0103 de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>2014), Federa\u021bia Rus\u0103 (7,8%, \u201c-\u201d52,7% fa\u021b\u0103 de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>2014), Ucraina (8,4% \u201c+\u201d 8.1% fa\u021b\u0103 de 2014), Italia (6,5%<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d27,4% fa\u021b\u0103 de 2014), Germania (5,0%<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d 1,6 % fa\u021b\u0103 de 2014).<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Dac\u0103 analiz\u0103m activitatea de import constat\u0103m c\u0103 principalii parteneri ai Transnistriei au fost: Federa\u021bia Rus\u0103<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>(51,6% din activitatea global\u0103<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d 22,7 fa\u021b\u0103 de 2014), Ucraina (14,2%<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d 21,0% fa\u021b\u0103 de 2014), Republica Moldova (6,8%,<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d 34,0 % fa\u021b\u0103 de 2014) Republica Belarus (4,3%<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d 63,7% fa\u021b\u0103 de 2014), Germania (4,1%<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>\u201c-\u201d 44,7%, fa\u021b\u0103 de 2014), Italia (2,2% \u201c-\u201d 44,9% fa\u021b\u0103 de 2014), Polonia (2,0%, \u201c-\u201d 33,3% fa\u021b\u0103 de 2014). <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Un factor important al<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>dezvolt\u0103rii oric\u0103rei regiuni este atractivitatea investi\u021bional\u0103. Sub acest aspect, se poate constata, c\u0103 volumul investi\u021biilor \u00een Transnistria \u00een capitalul de baz\u0103 \u0219i formelor de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>proprietate a constituit 15,2%, ceea ce este sub nivelul valorii anului 2014 \u0219i a reprezentat 1352,4, mln. rub., din care 693, 8 mln. rub au fost investite \u00een reabilitarea ma\u0219inilor, utilajelor \u0219i a<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>mijloacelor de transport, finan\u021barea lucr\u0103rilor de construc\u021bie \u0219i montaj au fost<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>cheltuite 581,9 mln. rub. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Principalii factori ce stagneaz\u0103 investi\u021biile agen\u021bilor economici sunt cererea sc\u0103zut\u0103 la produc\u021bia intern\u0103, ratele ridicate ale dob\u00e2nzilor la creditele bancare \u0219i de asemenea incertitudinea situa\u021biei economice \u0219i politice a Transnistriei. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">O analiz\u0103 a investi\u021biilor alocate arat\u0103 c\u0103 volumul maxim al resurselor destinate dezvolt\u0103rii pe<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>termen lung au fost valorificate de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>industrie (493,6 mln rub, ceea ce reprezint\u0103 36,5% din totalul investi\u021biilor) \u0219i de sectorul agricol (137,1 mln rub, ce reprezint\u0103 36,55% din totalul investi\u021biilor). S-a constatat o cre\u0219tere esen\u021bial\u0103 a investi\u021biilor \u00een dezvoltarea domeniului de s\u0103n\u0103tate (1.6 ori mai mare dec\u00e2t \u00een 2014) \u0219i \u00een construc\u021bia de locuin\u021be (\u201c+\u201d 15,6% fa\u021b\u0103 de anul 2014).<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Este necesar<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>de men\u021bionat o cre\u0219tere nesemnificativ\u0103 a num\u0103rului investi\u021biilor externi care<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>apar \u00een<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>economia Transnistriei, dar \u00een acela\u0219i timp exist\u0103 \u0219i o dinamic\u0103 a plec\u0103rii investitorilor \u0219i o sc\u0103dere a ofertelor de investi\u021bii externe din cauza unor probleme interne a Transnistriei. \u00cen economia Transnistriei, \u00een anul 2014 au venit 9 investitori externi, din care 8 au intrat \u00een calitate de fondatori ai unor \u00eentreprinderi prin injectarea unor sume b\u0103ne\u0219ti, \u00een capitalul statutar al acestor organiza\u021bii.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Legisla\u021bia \u00een privin\u021ba investi\u021biilor este suficient de liberal\u0103 \u00een Transnistria. Acest lucru a fost de mai multe ori men\u021bionat \u00een cadrul diverselor forumuri de discu\u021bii \u0219i investi\u021bii ce au au loc \u00een Transnistria deja a 4 oar\u0103 cu scopul de a elabora solu\u021bii practice pentru asigurarea dezvolt\u0103rii economice \u021bi sus\u021binerea antreprenoriatului \u00een Transnistria.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Conform legisla\u021biei regionale \u00een vigoare, este prev\u0103zut\u0103 o scar\u0103 progresist\u0103 de facilit\u0103\u021bi <span style=\"mso-spacerun: yes;\">\u00a0<\/span>\u00een privin\u021ba pl\u0103\u021bii impozitelor pe venit func\u021bie de suma investit\u0103. De exemplu, investitorilor, care au investit de la 10 la 250 mii de dolari americani, li se d\u0103 un bonus de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>10% la plata impozitului pe venit. Exist\u0103 deasemenea \u0219i bonusuri de 30% \u0219i mai mult. Totul depinde de valoarea sumei investite. Exist\u0103 \u0219i<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>alte facilit\u0103\u021bi fiscale \u0219i<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>preferin\u021be \u00eendreptate spre cre\u0219terea activit\u0103\u021bii investi\u021bionale precum cele din domeniul vamal, din domeniul zonelor economice libere \u0219i altele.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Dintre factorii ce contribuie la atractivitatea Transnistriei \u00een planul investi\u021biilor externe pot fi<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>men\u021bionate condi\u021biile<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>climaterice benefice \u0219i amplasarea geografic\u0103 convenabil\u0103 din punct de vedere logistic.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">\u00cen acela\u0219i timp, cu p\u0103rere de r\u0103u, activitatea investi\u021bional\u0103 a investitorilor str\u0103ini a sc\u0103zut cu mult \u00een 2015 (cu 78% fa\u021b\u0103 de 2014). Principalii factori ce au creat aceast\u0103 situa\u021bie au<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>fost condi\u021biile instabile de activit\u0103\u021bi economice care la r\u00e2ndul lor depind direct de barierele impuse din exterior.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Situa\u021bia complicat\u0103 \u00een ceia ce prive\u0219te politica extern\u0103 \u0219i politica economic\u0103 extern\u0103 a Transnistriei creeaz\u0103 o influen\u021b\u0103 negativ\u0103 asupra activit\u0103\u021bii investi\u021bionale at\u00e2t asupra subiectivelor economice a Transnistriei c\u00e2t \u0219i<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>asupra investitorilor str\u0103ini \u2013 agen\u021bii economici nu risc\u0103 s\u0103 investeasc\u0103 \u00een formarea \u0219i dezvoltarea unor industrii \u0219i a altor forme de activit\u0103\u021bi pe teritoriul Transnistriei nerecunoscut\u0103 pe plan interna\u021bional ca entitate statal\u0103.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\"><span style=\"mso-spacerun: yes;\">\u00a0<\/span>Mai mult ca at\u00e2t, conform Guvernului Republicii Transnistriei<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>o influen\u021b\u0103 negativ\u0103 asupra climatului investi\u021bional o are \u0219i diferen\u021ba sistemului<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>impozitelor existent fa\u021b\u0103 de sistemul<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>impozitelor clasic, ce func\u021bioneaz\u0103 \u00een majoritatea absolut\u0103 a statelor lumii. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Agen\u021bii economici din Transnistria si-au pus mari speran\u021be \u00een perspectiva realiz\u0103rii rezultatelor Protocolului din 25 octombrie 2013, semnat de ministrul Federa\u021biei Ruse D. O. Rogozin \u00een cadrul \u00eentrunirii cu \u0218evciuc E.V. Conform acestui protocol din septembrie 2014 p\u00e2n\u0103 \u00een prezent, cu scopul excluderii<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>aplic\u0103rii interdic\u021biilor, prev\u0103zute de legisla\u021bia Federa\u021biei Ruse \u00een privin\u021ba m\u0103rfurilor de export din Transnistria \u0219i a limitelor impuse agen\u021bilor economice din Transnistria \u00een privin\u021ba obligativit\u0103\u021bii de declarare a \u021b\u0103rii de provenien\u021be a m\u0103rfurilor \u0219i a confirm\u0103rii cu acte vamale a acestora emise<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>de organele vamale transnistrene. \u00cen acest scop Transnistriei i se pune la dispozi\u021bie un set de documente (a\u0219a numitul \u201esafe &#8211; pachet\u201d), ce este emis de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>organele vamale ale Transnistriei. Acest \u201esafe &#8211; pachet\u201d include calificativul de provenien\u021b\u0103 a<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>m\u0103rfurilor eliberat de camera de comer\u021b \u0219i industrie a Republicii Moldovene\u0219ti Transnistrene,<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>versiunea \u00een original a unui exemplar de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>factura, scrisoare de transport interna\u021bional al m\u0103rfurilor \u0219i a actelor de acces confirmate de organele vamale ale Republicii Moldovene\u0219ti Transnistria.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Punerea la dispozi\u021bie a \u201eseif &#8211; pachetului\u201d, elaborat de organele vamale al Transnistriei, face posibil\u0103, diferen\u021bierea agen\u021bilor economici ai Transnistriei, \u0219i a Republicii Moldova cu scopul aplic\u0103rii interdic\u021biilor fa\u021b\u0103 de agen\u021bii economiei ai Republicii Moldova, privind exportul \u00een Federa\u021bia Rusia. Pe perioada 19 septembrie 2014 p\u00e2n\u0103 \u00een prezent, conform \u201eseif &#8211; pachetului\u201d au fost exportate m\u0103rfuri de c\u0103tre 37 de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>agen\u021bii economici. \u00cen prezent, se afl\u0103 la etapa de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>finalizare procedura de confirmare a proiectului Memorandul de colaborare \u00eentre Serviciul Vamal al Federa\u021biei Ruse \u0219i comitetul vamal al Republicii Moldovene\u0219ti Transnistria.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Pentru activizarea comer\u021bului exterior cu \u00eentreprinderile industriale \u00een cadrul memorandurilor interinstitu\u021bionale semnate \u00eentre Ministerul industriilor \u0219i Ministerul comer\u021bului al Federa\u021biei Rus\u0103 \u0219i Ministerul dezvolt\u0103rii Economice al Republicii Moldovene\u0219ti Transnistria au avut loc consult\u0103ri bilaterale \u00eentre p\u0103r\u021bile transnistrene \u0219i ruse\u0219ti \u00een privin\u021ba realiz\u0103rii unei infrastructurii de evaluare (de conformitate)<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>a echival\u0103rii produc\u021biei Transnistriei cu cerin\u021bele tehnice al regulamentelor Uniunii Vamale \u0219i deschiderea pe teritoriul Transnistriei a unui centru de certificare pentru eliberarea documentelor de conformitate a produc\u021biei transnistrene cu produc\u021bia ruseasc\u0103. \u00cen 2014 a fost posibil\u0103 deschiderea centrului de<span style=\"mso-spacerun: yes;\">\u00a0 <\/span>certificare rusesc pe teritoriul Transnistriei.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: .0001pt; text-align: justify; line-height: normal;\"><span style=\"font-size: 12.0pt; font-family: 'Times New Roman';\">Acest tip de colaborare a agen\u021bilor economici transnistrieni le confer\u0103 o atractivitate mai mare pe pia\u021ba ruseasc\u0103 \u00een detrimentul agen\u021bilor economici din Republica Moldova, cea ce permite drept consecin\u021b\u0103 utilizarea acestora elemente \u00een manipul\u0103rii politice \u00een rela\u021biile \u00eentre Moldova \u0219i Rusia.<span style=\"mso-spacerun: yes;\">\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Analiz\u00e2nd activitatea economic\u0103 extern\u0103 a Transtristriei este necesar de a\u00a0 avea \u00een\u00a0 vedere principalii\u00a0 indicatori ai reziden\u021bilor \u0219i influen\u021ba factorilor externi negativi asupra acestei activit\u0103\u021bi.
